Vision

To be the engineering and construction partner manufacturers trust most when they build in the U.S. — building the facilities behind computing, semiconductor and clean-energy manufacturing to U.S. standards, with real craftsmanship.

Mission

  • Safety, quality and schedule control are the floor, not the goal
  • We bridge language, codes and compliance so cross-border construction works
  • We plan backward from the day the first tool arrives
  • One contract, one team, one point of accountability

Values

  • Safety first — everyone goes home safe
  • Craftsmanship — every weld as if it carried our name
  • Compliance as the foundation — codes, permits and EHS throughout
  • Reliable delivery — do what we say, document it, prove it

Three lines of business

01

Engineering services

Workforce, compliance and site-readiness support for industrial projects.

  • Craft labor and crew deployment — electricians, welders, pipefitters, laborers
  • Recruiting and executive search — Master Electricians, PEs, PMs
  • Insurance, benefits, payroll and I-9 work authorization
  • Licensed engineers and qualified independent contractors
  • Licensing, local permits and agency coordination
  • Site selection, land, power, water and environmental approvals
02

Industrial construction

Self-performed and managed scopes, combined to fit each project.

  • Electrical and power facilities — distribution, critical loads, power upgrades
  • Cleanrooms and high-tech manufacturing — semiconductor, electronics, R&D
  • Solar, battery and new-energy plants
  • Factory buildings and production lines
  • MEP and utility systems
  • Equipment installation, hook-up and retrofits
03

Legal & compliance support

Construction and market-entry legal support through our general counsel, Wang Law Firm, LLC.

  • Construction contracts, claims, mechanic's liens and disputes
  • U.S. market entry — entity formation, tax registration, banking
  • Work visas for assigned staff (E-2, L-1, O-1) and employment law
  • Ongoing general counsel
  • Government relations with AHJs, cities and the state

Legal services are provided by Wang Law Firm, LLC under its own engagement agreement. Mastery Construction Services is not a law firm.

For overseas manufacturers

Building your U.S. plant, with a team that speaks both languages.

Many of our clients are headquartered in Asia. We bridge your engineering team and U.S. inspectors, utilities and trades, so decisions don't get lost in translation.

Bilingual project management

Meetings, minutes, schedules and RFIs in English and Chinese.

U.S. codes and approvals

NEC, NFPA and local amendments; permits, inspections and the Certificate of Occupancy.

Imported equipment

Receiving and setting equipment built overseas, and coordinating on-site UL field evaluation.

Schedule tied to production

We plan backward from your first production date.

A professional team

Our managing partners include a practicing attorney, so contracts, claims, employment compliance and agency communication are decided together with field execution.

Workforce on call

Recruiting, staffing and an independent-contractor network put licensed electricians, Master Electricians and other key trades on site fast — with I-9, insurance and payroll handled.

Five challenges Chinese contractors face in the U.S. — and our answer

  1. 01

    Language and code barriers

NEC, TDLR and AHJ approvals are unfamiliar; drawings and acceptance standards differ.

A bilingual PM works with the owner, city and AHJ from permit through inspections and the CO.

  2. 02

    Labor and employment compliance

I-9, insurance, payroll and OSHA training requirements are complex.

One-stop workforce compliance: recruiting, staffing, insurance, payroll and incident handling.

  3. 03

    Extreme schedule pressure

The schedule runs backward from equipment arrival; shutdown windows cannot slip.

Scheduling built around shutdown windows, with weekend, night and holiday experience.

  4. 04

    EHS and legal risk

Environmental penalties, accident liability and contract disputes carry real consequences.

A safety management system, insurance coordination and legal support across the project.

  5. 05

    Scattered subcontractors

Reliable subs are hard to find, and no one owns the problem when it goes wrong.

Our own crews plus a vetted subcontractor network — one contract, one contact.

Project management: PMBOK across the full lifecycle

  1. Initiation & feasibility
  2. Approvals & compliance
  3. Design & detailing
  4. Procurement & supply chain
  5. Construction
  6. Commissioning & certification
  7. Handover & closeout

Each phase runs all five PMBOK process groups — initiate, plan, execute, monitor, close — not just once for the whole project.

Ten knowledge areas + EHS

Integration, scope, schedule, cost, quality, resources, communications, risk, procurement and stakeholders, with EHS run as an eleventh area per U.S. practice. The project management plan governs every decision, with clear interfaces to the owner's rep, commissioning agent (CxA) and owner's engineer.

Tools and controls

Primavera P6 / MS Project critical-path schedules at Level 3–4; earned value with weekly SPI and CPI, and a recovery plan whenever CPI drops below 0.95; a compliance matrix mapping each code clause to an owner, verification method and date; risk register, RACI matrix and change control board.

Integrated change and communication

Change one valve and it ripples through procurement (MTRs), BIM, schedule, cost and the flushing plan — we trace all of it. Daily stand-ups, weekly OAC meetings and a monthly steering committee with an earned-value report.

How we work

Shutdown windows are fixed. Our schedule is built around them.

  1. Bid review

We walk the site, read the drawings and flag risks before we price.

  2. Task plan

Every activity, owner and predecessor laid out before mobilization.

  3. Coordination

We run meetings with the owner, utility and other trades and lock dates in writing.

  4. Field work

Our own foremen run daily pre-task plans and report progress every week.

  5. Closeout

Test records, as-builts and punch list delivered on the completion date.

Safety

Everyone goes home the way they came in.

Safety is planned into every task, not added at the end. These programs run on every job we staff.

Pre-task planning

A written plan of hazards, PPE and controls before every new activity.

Daily toolbox talks

Supervisors brief the day's work and site conditions; everyone signs in.

Stop-work authority

Anyone on site can stop work when they see an unsafe condition.
